Confidential Client, Chromium Remediation – LSRP Services, Jersey City, New Jersey.  Provided strategic consulting and planning related to technical, budgetary, legal and stakeholder issues.  Developed and coordinated the activities of a core team of 6 employees and extended team of approximately 15 employees plus contractors responsible for implementation of various aspects of the project.  The main project objectives were to complete investigation and remediation of non-chrome constituents under the New Jersey LSRP program to prepare Sites for redevelopment while coordinating with chrome-remediation teams to drive efficiencies and meet regulatory deadlines. Responsible for Health and Safety Plan development and execution. Quality assurance manager for deliverables to include internal communications and regulatory reporting. Successes include improved coordination between multiple project teams to drive efficiencies, improve quality and reduce regulatory reporting costs by over $75-thousand. Recipient of Deliver to Win Award. Projects currently on-going.

 

Confidential Client, Chromium Remediation, Jersey City, New Jersey.  Project Manager responsible for overseeing, planning, management, and execution of investigation and remediation of hexavalent chromium impacted Site.  The program involved excavation of hexavalent chromium impacted soils in multi-building high-rise apartment complex while minimizing disruption to and assuring the safety of tenants. End-point action plans were rapidly developed to complete remedial investigation, develop remedial action plan and implement plan to prevent delay in Site redevelopment.  To develop these action plans, tasks involved reviewing existing information, identifying data gaps, and formulating approach to achieve site closure. Coordinated regulatory and property owner approval of remedial action plan while staying on schedule and on budget. Project currently on-going.

 

DC Water and Sewer Authority, Blue Plains Advanced Wastewater Treatment Plant, Washington, DC. Job safety analysis (JSA) team lead tasked with the development of 500+ JSAs during $400-million upgrade project at the largest advanced wastewater treatment plant (370-million gallons/day) in the US, resulting in a safe integration of over 8,000 assets and multiple new processes. The JSA program was established to strengthen the existing safety program at the facility and to facilitate a safe transition as the new advanced wastewater system came on line. Supervised the team during all phases of JSA development: reference/training document acquisition and review; field observations and interviews; document development; and quality assurance. Coordinated JSA team activities and field schedules with various construction contractors and facility personnel during construction phase of new systems. Assured all identified hazards/controls were established in accordance with OSHA, as well as all other relevant regulatory agencies. Assisted client with development of JSA policy ensuring a sustainable program, based on continual improvement. 

 

Developed a software database linking hazards, controls, and personal protection equipment (PPE) to work activities making the software easier to operate and maintain while allowing for consistency within the varying DC Water Enterprise departments. Established a risk index matrix (RIM) as part of JSA software to quantify the risk associated with each task and/or job facilitating the identification and management of hazardous tasks, and the potential for capital investments focused on mitigating hazards. Coordinated with contractors and client to ensure each JSA is aligned to its corresponding standard operating procedures, job plans, operation and service manuals, and lock out/tag out documents maintained and accessed through the client’s database. Assisted the client with special projects, to include a preventive maintenance optimization pilot study; IR scan team pilot study, clamshell crane IR scan; lessons learned communication related to a contractor skin exposure to lime; emergency response guidelines for all chemical unloading and storage areas; identification  of PPE alternatives for emergency response lockers at chemical unloading and storage areas; identification of air quality monitoring alternatives for new and existing methanol conveyance and storage facilities; electrostatic hazard mitigation in Class 1 Division 1 areas associated with anaerobic digester; basin/tank safe entry procedures and JSA development for sluice gate stem cleaning pilot study. Communicated safety observations to client and provided alternative controls to mitigate any identified hazards. Conducted quality assurance reviews of training and procedural materials for remote pumping stations and Plant boiler inspection program. Developed and presented hazard awareness training related to all new systems and chemical storage facilities. Developed and presented JSA and software training for supervisors to facilitate program sustainability. Implemented introduction to JSA and hazard awareness field training during field observation and verification activities.

 

ExxonMobil Corporation, NJ LSRP Site Remediation Program, Various Sites, New Jersey. Region lead for the ExxonMobil program team. Mentored and trained junior staff to improve performance and meet client expectations. Organized training workshop that focused on project management, budget, safety, and loss prevention system (LPS) requirements (job safety analysis (JSA) development, loss prevention observations (LPO), and near loss investigations (NLI)). Successfully managed the LPS health and safety program, resulting in zero loss-time incidents. Managed LPS tools development and field implementation, and conducted LPO feedback and review with field personnel. Stewarded LPO, NLI, and loss reporting to completion. Organized and presented monthly safety stewardship meetings with contractors, client, and field staff to review LPOs, NLIs, and JSAs, and communicate lessons learned and the progress/status of program safety record. Stewarded team effort to drive efficiencies and improve performance that resulted in an on-time deliverable rate of 100%. Responsible for internal and client communication regarding program progress and budget. Prepared and tracked budget forecasts for client (monthly, quarterly, and annually to closure). Managed use of regional resources including contractors, administrators, and licensed site remediation professionals to ensure project deliverable deadlines and expectations were met.

Environmental/Remediation Projects, Various Sites, New Jersey. Responsible for conducting field and office investigations associated with the characterization of soil and groundwater contamination at various sites. Developed and analyzed benchmark data to identify viable remediation strategies/alternatives best suited to achieve the highest degree of performance as well as meet project monetary and timeframe constraints. Conducted risk assessments for all projects to ensure that environmental, construction, and operational hazards were mitigated. Risk management practices resulted in all projects and tasks being completed without incident. Identified, contracted, and scheduled resources required to complete project tasks. Managed project budgets and responsible for resolution of budget issues with clients, vendors, and contractors. Responsible for resolving engineering challenges related to field activities as they occurred and worked closely with contractors, vendors, and clients to ensure resolutions minimized impacts to project budget and schedule.

 

Confidential Client, Wetland Restoration Project, Rahway, New Jersey. Conducted field oversight at 65-acre wetland restoration project to remediate/excavate PCB impacted soils and sediments. Remediation design included excavation of over 30,000 cubic-yards of contaminated soil, mechanical dredging of South Branch Rahway River and local canals, on-site dewatering, and riverbed restoration. Managed temporary bridge design and construction to successfully access isolated areas with excavation equipment without obstructing high stream flows.  Implemented excavation, soil disposal design, and site-restoration on-time and on budget with zero lost-time incidents.

 

Eva's Village, Site Investigation and Site Redevelopment, Paterson, New Jersey. Managed pre-demolition environmental assessments and remediation of a 20,000-square-foot industrial facility. Industrial operations had been conducted at the site for over 100 years with areas of concern that included waste oil and gasoline underground storage tanks, orphan USTs, on-site rails, metals, mechanical systems, hydraulic lifts, asbestos, and historical fill. Consulted with client during demolition and construction phases regarding regulatory requirements to ensure project progression could proceed on time and on budget. Developed and implemented plan that include on-site demolition material reuse effectively reducing costs and minimizing waste. Successfully abandoned orphan tank found during demolition while preserving historical structure that overlaid the tank. 

 

Oasis - Haven for Women & Children, Groundwater Remediation, Paterson, New Jersey. Project manager for lead impacted groundwater remediation and monitoring at a non-profit community facility. Managed planning and execution of long-term natural attenuation remedial approach with classification exception area. Worked with New Jersey Department of Environmental Protection to complete regional groundwater study that demonstrated lead concentrations to be consistent with background conditions resulting in the issuance of an unconditional no further action.

 

Westchester County, Stormwater Management and Pollution Prevention Plans, Westchester County, New York. Developed stormwater management and pollution prevention plans for Westchester County water and wastewater treatment facilities, incorporating plans into its automated environmental management system.

 

Leonard J. Buck Estate, Groundwater Investigation/Remediation, Far Hills, New Jersey. Managed the planning and execution of a groundwater remedial action plan to reduce BTEX and methylene chloride concentration in the bedrock. Designed and implemented a groundwater injection/recirculation system for an in-situ chemical oxidation persulfate application that included a tracer test to confirm well connectivity, flow velocities, and contact time. Managed oversight of recirculation system installation including a bedrock injection well and underground piping system. Conducted vapor intrusion investigation at the residence on the estate. Facilitated negotiations with New Jersey Department of Environmental Protection to secure discharge to groundwater permits related to recirculation/injection system.

 

City of Newburgh, Remedial Action/Building Demolition, Newburgh, New York. Site Engineer responsible building demolition and soil remediation tasks in preparation for site redevelopment. Remediation design included excavation of approximately 7,500 cubic yards of BTEX and metals contaminated soils.  Coordinated with local recyclers to reuse building materials reducing demolition and disposal costs. Oversaw air monitoring and dust control measures to prevent migration of contaminated soils into adjacent residential areas during excavation. Secured required permits and provided monthly progress reports for prompt release of grant funds.  Prepared and executed Site Health and Safety Plan.  Completed work on-time and on-budget with zero-loss time incidents.

 

Railroad Construction, ISCO Remediation, Paterson, New Jersey.  Project manager for soil and groundwater remediation at industrial facility that included investigation soil and groundwater impacts under existing structures and development of remedial action alternative and feasibility study.  Conducted vapor intrusion investigation at 8,000 sf office facility at Site and oversaw installation of monitoring wells and horizontal injection wells.  Managed the planning and execution of remedial action work plan to complete source removal of BTEX and TCE impacts in the soils and groundwater.  Developed plan and managed oversight of soil excavation under 4,500 sf maintenance and storage structure, which included an air monitoring plan to address health and safety requirements. Designed and implemented in-situ chemical oxidation remedy that included direct contact application and injection of persulfate via horizontal wells to reduce groundwater concentrations resulting in monitored natural attenuation with classified exception area as final disposition.  

 

Golder Associates                                                                                           June 2004 - January 2007

 

Confidential Clients, PCB Remediation and Demolition, Jacksonville, Florida. Managed demolition and site closure project at an 18,000-square-foot PCB impacted industrial building on a 20-acre Site. Supervised all field activities, working closely with contractors and vendors to complete the project on time and on budget without incident. Project included remediation and demolition of PCB impacted structures, investigation and disposal of 30+ unlabeled drums, excavation of PCB impacted soils, and installation of poly-material coating to encapsulate impacted soils remaining on Site in preparation of long-term Site closure. 

 

Florida Department of Environmental Protection Dry Cleaners Program, Jacksonville, Florida.  Project lead on a nanoscale zero valent iron injection pilot study designed to remediate groundwater contaminated with chlorinated solvents partnering with the University of Florida using flux meter technology to quantify contaminant and hydraulic fluxes. Designed and installed injection well network to target contaminant source area. Managed operation and optimization of dual phase extraction system while working in tangent with ISCO remedy.  Characterized physical and chemical outcome of injection activities that identified changes in subsurface hydraulic conductivity and groundwater and contaminant flow path that resulted in a more targeted remedy and significant mass removal in source area.

 

Florida Department of Transportation, Soil Stabilization Project, Jacksonville, Florida. Project Engineer conducting pre-construction feasibility and cost estimating tasks.  Evaluated and conducted pre-construction planning to employ large auger injection soil stabilization method to prepare Site for viaduct expansion project. The project objective was to provide soil stabilization alternatives and cost-benefit analysis to identify viable alternative that would stabilize soils considering budget constraints. 

 

ExxonMobil Corporation                                                                                 April 2000 – May 2003

 

ExxonMobil, M&R Coordinator, New York.  Managed all aspects of maintenance activities along with multiple capital projects at retail gas stations in the NYC Metro area (236 facilities) and upstate New York (260+ facilities). Facility systems included mechanical, electrical, security, tank monitoring, structural and paving, UST dispensing systems, fire suppression, cathodic protection, interior cabinetry/displays, electronics, equipment, signage, car wash, boilers, and utilities. Contracted and oversaw contractors to maintain landscaping, lighting, promotional displays, equipment repairs, and snow removal activities, as well as regulatory monitoring and testing services. Responsible for asset management and controls. Served as primary response team leader for all emergency responses.   Oversaw field activities and facility inspections.  Responsible for developing and conducting continual and annual training for contractors, consultants, and vendors regarding facility specifications, equipment, safety and emergency response.

 

ExxonMobil Corporation, Underground Storage Tank Upgrade, Manhattan, New York. Managed UST upgrade at a high volume Manhattan site, which included extensive coordination and negotiations with state regulators and NYC Fire Department. The project included replacing product piping within an underground parking garage in a high-rise hotel requiring a new piping design to resolve contradicting fire codes and environmental regulations. Extensive pre-planning and engineering resolutions were used to mitigate significant safety risks associated with project implementation.

 

Oil & Gas Client, 1998 Regulatory Underground Storage Tank System Upgrade Program, New York, New York. Conducted NYC facility study resulting in a 2-phase UST upgrade program for 107 sites. This program mitigated extensive fines and litigation imposed by the State of New York. Completed Phase I of NYC UST upgrade program on time and within budget ($1.2 million). Pre-planning efforts resulted in less than 1% change orders for the entire project and only 3 total days of operational downtime.

 

Exxon Corporation                                                                              January 1996 – March 2000

 

Exxon Corporation, Construction New Build, Demolition & Rebuild, and Retrofit Projects - Various Locations. Managed all phases of plan development and construction implementation of capital projects (each between $0.8 million and $2.5 million) at retail gas stations.  Oversaw all aspects of construction, including safety, specifications, demolition, excavation, utilities, permitting, installation of UST, piping, dispensing systems, tank monitoring, security, as well mechanical, electrical, and structural. Responsibilities included preparation of construction drawings, bid specifications, and as-built drawings. Worked closely with client, Exxon and retail managers, to communicate schedule, budgets, project expectations, and post-construction turn-over and warranties.  Provided systems training for client at project turnover that included review of all manufacturer documents and warranties.

 

Exxon Corporation, UST System Upgrades, Various Locations. Managed completion of over 50 UST system upgrades to include tank and piping replacements and tank monitoring system installations. Prepared site specifications, drawings, bid documents and as-builts. Conducted pre-construction planning to develop multi-year unit cost based contracts to improve budget projections and secure contractors through 1998 UST upgrade regulatory deadlines. Oversaw field activities, site inspections, contractor safety programs and training, system turn-over and post-construction support for end users.  Successfully completed program with minimal change orders and minimal operator down-time.

 

Exxon Corporation, Operations Integrity Management System Leadership Team. Member of the Operations Integrity Management System (OIMS) leadership team responsible for ensuring the OIMS requirements were met by all members of the department. The team reviewed current protocols and audited projects to ensure goals regarding safety, training, regulatory compliance, and fiscal responsibilities were met. Developed action plans to address any deficiencies, as well as to provide continual improvement to existing protocols, plans and specifications, and management strategies. Developed and presented annual training workshops that addressed technical, safety, risk assessment, and project management issues. Organized and executed table top and field emergency drills coordinating with local emergency response personnel and internal departments.
